TKN Ganjar-Mahfud: Ekonomi Biru Belum Serius Digarap Jokowi

KMCNews – Juru bicara Tim Pemenangan Nasional (TPN) Ganjar Pranowo-Mahfud MD (Ganjar-Mahfud), Chico Hakim memandang sektor ekonomi biru belum tergarap secara baik selama pemerintahan Presiden Joko Widodo (Widodo). Ia menyebut situasi itu ironis lantaran Jokowi mencanangkan Indonesia sebagai poros maritim dunia.

“Cita-cita ini (poros maritim dunia) sungguh bagus, namun dalam perjalanannya tidak terwujud bahkan bisa dibilang stagnan atau tertatih tatih-tanpa kemajuan yang berarti dari tahun ke tahun,” ucap Hakim kepada wartawan di Jakarta, Senin (13/11/2023).

Ekonomi biru bakal jadi salah satu misi yang ingin diwujudkan Ganjar-Mahfud jika terpilih jadi capres-cawapres. Sebagaimana tertuang dalam dokumen visi-misi mereka, setidaknya ada 8 program unggulan Ganjar–Mahfud yang disiapkan untuk mewujudkan misi tersebut.

Pertama, mengakselerasi 11 potensi maritim, semisal mendorong potensi perikanan tangkap, mendongkrak produksi perikanan budidaya, membangun industri pengolahan hasil perikanan, industri bioteknologi kelautan, menangkap potensi pertambangan dan energi di laut, dan memperkuat potensi sumber daya alam nonkonvesional.

Kedua, penangkapan ikan terukur berbasis kuota dan zonasi. Ketiga, tata kelola laut yang inklusif dan berkelanjutan. Keempat, program maritim unggul (MU) yang utamanya mendorong peningkatan konektivitas maritim. Kelima, membangun industri galangan kapal. Keenam, mendorong industri perikanan dan hasil laut. Ketujuh, mengatasi pencemaran laut. Terakhir, meningkatkan potensi wisata maritim.

Hakim mengatakan Ganjar-Mahfud menjadikan ekonomi biru sebagai salah program andalan berkaca pada luasnya wilayah lautan Indonesia. Namun, potensi ekonomi dari laut itu minim sumbangsihnya terhadap produk domestik bruto (PDB) nasional.

“Kami memilih fokus yang prioritas pada ekonomi biru karena melihat fakta bahwa sebagai negara yang 77% wilayahnya adalah lautan ini belum mampu mengkapitalisasinya sebagai ujung tombak PDB. Angka 7,6% (PDB dari sektor maritim) sangat kecil dibandingkan potensi yang ada,” kata Hakim.

Wilayah pesisir dan laut Indonesia mengandung potensi ekonomi yang luar biasa besar, baik SDA terbarukan, SDA tak terbarukan, dan jasa-jasa lingkungan. Nilainya diperkirakan sekitar 1,4 triliun dollar AS per tahun atau 1,5 kali PDB Indonesia. Potensi SDA tersebut bisa menciptakan lapangan kerja bagi 45 juta orang.

Namun demikian, menurut Hakim, pemanfaatan potensi ekonomi kelautan itu masih sangat rendah. Salah satu indikatornya ialah rendahnya gelontoran anggaran untuk sektor kelautan. Itu menyebabkan distribusi pendapatan dari sektor kelautan juga tidak meningkat.

“Permasalahannya bukan pada cita-cita, tapi pada keseriusan dalam upaya mewujudkannya. Tercermin pada tidak adanya penekanan tentang ketahanan laut Indonesia di APBN dari tahun ke tahun,” ujar Hakim.

Hakim berkata dalam mengoptimalkan misi ekonomi biru, Ganjar-Mahfud bakal memulainya dengan menggali potensi-potensi yang paling mudah dijangkau dan dikapitalisasi, seperti memasifkan budidaya rumput laut di berbagai daerah.

“Rumput laut yang hanya butuh tak sampai jarak puluhan meter dari pantai untuk melakukan budi daya. Artinya, investasi yang dibutuhkan tidak terlalu besar dan sangat mungkin direalisasikan segera dan serentak di banyak wilayah,” ucap Hakim.

Dalam dalam acara “Sarasehan 100 Ekonom Indonesia”, Rabu (8/11) lalu, Ganjar mengatakan bahwa saat ini pengelolaan ekonomi maritim masih belum maksimal. Indonesia, kata dia, masih jauh tertinggal jika dibandingkan dengan Vietnam.

“Padahal, ada potensi ekonomi lain seperti budidaya. Bicara rumput laut saja di kedalaman 15 meter itu pantai kita bisa bikin. Ada nilai ekonomi besar kalau digali,” jelas mantan Gubernur Jawa Tengah (Jateng) itu.

Ganjar ingin pengembangan ekonomi nantinya berorientasi ke laut. Ia melihat ekonomi maritim ini bisa menjadi masa depan ekonomi Indonesia. “Dari laut sampai turunanya disiapkan sampai industri. Masa mau nangkap ikan, enggak ada cold storage? BBM enggak ada? Maka, perhatian harus dibagi,” kata dia.(*)
