Landasan Hukum Terapi Komplementer Dalam Praktik Mandiri Keperawatan

Pengobatan atau terapi komplementer merupakan salah satu penyelenggaraan upaya kesehatan. Terapi ini menggabungkan dua metode, yakni terapi tradisional dan pengobatan modern. Terapi ini memiliki tujuan untuk mengurangi stress, meningkatkan kesehatan, mencegah penyakit, menghindari efek samping gejala-gejala, mengontrol dan menyembuhkan penyakit.

Perkembangan terapi komplementer sudah semakin luas, termasuk jenis terapi yang diberikan ke pasien. Berikut beberapa contoh terapi komplementer yang dikenal masyarakat: 1) akupuntur dan cupping (bekam) yang menggunakan jarum dalam tindakannya, 2) terapi olah pikir (hipnoterapi, NLP, dll), 3) terapi energi (reiki, chikung, tai chi, prana, terapi suara), 4) terapi biologis (herbal, terapi nutrisi, food combining, terapi jus, terapi urin, hidroterapi colon dan terapi sentuhan modalitas; akupresur, pijat bayi, refleksi, reiki, rolfing) dan terapi lainnya.

Terapi komplementer dan alternatif merupakan bagian dari praktik asuhan keperawatan. Praktik ini dapat dilakukan di dalam pelayanan keperawatan. Sehingga, sebagai salah satu tenaga kesehatan, perawat (nurse) memiliki tanggung jawab dalam meningkatkan upaya kesehatan di masyarakat.

Penggunaan dan praktik terapi komplementer di Indonesia sudah memiliki landasan hukum dan sudah diakui oleh pemerintah. Hal ini diatur dalam Peraturan Menteri Kesehatan Republik Indonesia Nomor 26 Tahun 2019 Tentang Peraturan Pelaksanaan Undang-Undang Nomor 38 Tahun 2014 Tentang Keperawatan Pasal 21 ayat 1 poin (m), yakni melakukan penatalaksanaan Keperawatan komplementer dan alternatif. Aturan tersebut diperjelas kembali dalam pasal 22 yang menjelaskan kewenangan perawat dalam pelaksanaan terapi komplementer.

Perawat juga diperkenankan menyelenggarakan praktik keperawatan mandiri dan memiliki kewenangan dalam melakukan penatalaksanaan keperawatan komplementer yang diatur dalam BAB V Tentang Praktik Mandiri Perawat pasal 37 ayat (4) dan (5).

Dengan adanya landasan hukum yang jelas terkait penyelenggaran praktik terapi dan pengobatan komplementer, masyarakat tidak perlu risau dan takut untuk berkunjung ke praktik – praktik keperawatan mandiri.

Praktik keperawatan ini mengedepankan upaya promotif, kuratif, preventif dan rehabilitatif demi kesehatan masyarakat. Ditambah lagi bahwa pengobatan non konvensional yang bertujuan untuk meningkatkan derajat kesehatan masyarakat telah dijamin keamanannya dan memiliki efektivitas yang tinggi berlandaskan ilmu pengetahuan biomedik.
